E-LIKAS
Electronic Ligao Kaligtasan Sistema — Privacy Statement
E-LIKAS is a Bachelor of Science in Information Technology academic capstone project, developed in partnership with the City Social Welfare and Development Office (CSWDO) of Ligao City, which cooperated with the study and provided information supporting its development. It supports evacuation center management, evacuee registration, disaster alerting, and related disaster response coordination. It has not been operationally adopted by CSWDO for actual disaster response operations.
When a family is registered as displaced, E-LIKAS records each member's name, exact date of birth, sex, civil status, and contact number where provided, along with the family's home address. Depending on how a person is registered, some of this information may be entered later: at an evacuation center a person may first be recorded with only an age group and sex, together with any sectoral details that apply (such as person with disability, pregnant, or solo parent) and whether the household has a single head, before the person's name, date of birth and other details are added. This information is used to coordinate evacuation center operations, allocate relief assistance appropriately, and prepare official disaster reports for submission to the City Social Welfare and Development Office (CSWDO) and, where required, to the Department of Social Welfare and Development (DSWD). When a disaster alert is sent by SMS, the recipients' mobile numbers are passed to a third-party SMS service (Semaphore) so that the message can be delivered.
When relief assistance is given, E-LIKAS also records which family received which relief item, in what quantity and on what date, and who recorded it. This record is visible to CSWDO personnel and administrators, and to barangay officials for families of their own barangay only.
A registration entered by mistake can be removed while the event is still open, but only if the person has no recorded stay at an evacuation center, the family has received no relief, and no report or forecast has been saved for the event. Otherwise this information is retained as a historical record even after a disaster event has concluded. Evacuation records are not deleted or archived out of the system when an event is closed; they remain part of the system's permanent record so that official reports can still be generated or referenced afterward, consistent with standard government recordkeeping practice for disaster response documentation.
Access to evacuee information is restricted to authorized CSWDO personnel, system administrators and Barangay Officials.
A Barangay Official can view and edit full records only for families of their own barangay. For families of other barangays, for example families staying at the evacuation center the official is working at, the official sees only a family number, the family's home barangay, how many of its members are present, registered or staying elsewhere, and whether a family head has been recorded, which is enough to record an arrival or departure. Names, addresses and contact numbers of those families are not shown. An official may also register a family from another barangay; once saved, its full record can be viewed only by officials of the family's home barangay, CSWDO personnel and system administrators. CSWDO personnel and system administrators can view records across all barangays. All staff can also see each evacuation center's totals by age group, sex and sectoral group, without names.
Residents using the system's public-facing features have no access to register, view, or search any evacuee's personal information.
The deployed system is available over an encrypted (HTTPS) connection, access requires an individual staff login, and key actions, such as sign-ins, registrations, departures, deletions, relief records and report generation, are written to an activity log that only system administrators can view. As an actively developed system, security measures continue to be reviewed and improved.
